Fire District Impact Fees on McCall Development


McCall City Council and McCall Fire Protection District have jointly adopted McCall's Development Impact Fees to Build a Safer Future.

In a proactive move to ensure the safety and security of its residents, the McCall City Council and McCall Fire Protection District have jointly adopted Impact fees. Effective October 14th, 2023, Developers constructing a NEW Dwelling Unit - homes or apartments -  in McCall will now pay $1,845 per unit, or 74 cents per square foot, for NEW commercial spaces. These fees, commonly known as impact fees, will be allocated to cover the essential fire protection expenses resulting from the district's rapid growth. The city will collect fees as a part of the building permit process. 

 

Why the Fees?

This fee structure ensures that the costs of accommodating new residents are shared equitably among developers, making the entire community active in its growth. Read the McCall Fire District Capital Improvement Plan information, including the impact fee study and final report to learn more. 


How It Works:

Developers pay $1,845 per NEW DWELLING UNIT or 74 cents per square foot for NEW COMMERCIAL SPACES unless an individual assessment is requested of the McCall Fire District.  The fee schedule will be periodically updated to align with the district's evolving needs due to growth. These fees are anticipated to generate approximately $2.4 million over the next decade to support the needs to the district.


Community Benefits:

A significant portion of these funds will be directed towards expanding the McCall Fire Station, allowing for the hiring of nine additional personnel over the next 10 years. This expansion will enable McCall Fire to operate an extra ambulance to respond to the rising number of Emergency Medical Services (EMS) calls, which have increased substantially. The aim is to maintain the city's impressive average response times of approximately five minutes within McCall and six minutes or less outside of the city, ensuring swift emergency assistance for all residents.


Local and Work Force Housing:

During a public hearing, concerns about affordable housing were raised. To address these concerns, criteria will be established to potentially waive or reduce the fees for specific housing projects. 


Idaho State Law

State law ensures these fees are fair, covering a fair share of fire district costs for new growth. Their plan supports balanced, sustainable development.


Greater McCall Area:

Valley County will soon vote on Fire District impact fees for the McCall Impact Area as it is governed by the Valley County Commissioners.
