McCall City Manager makes a conditional offer to Lt. Dallas Palmer for McCall Police Chief
McCall City Manager Anette Spickard has extended a conditional offer for the Police Chief position to Lt. Dallas Palmer, currently employed at the McCall Police Department. He will now enter the final stages to include a background check and City Council confirmation.
Dallas Palmer said, "I am honored to have had the community's support throughout the appointment process, and I look forward to serving the city of McCall as your next Chief of Police."
Chosen among a field of nineteen qualified applicants, he was one of seven who participated in panel interviews by administration and law enforcement professionals. After being identified as a finalist, Palmer took part in a series of multifaceted public outreach meetings that included presentations and meet and greets with the public and regional law enforcement professionals. Spickard received comments following each of the events and concluded the process with one-on-one interviews.
"The community provided valuable input to my decision, and I thank all those who participated," said Spickard. "Palmer stood out from the other highly qualified applicants as our next Chief with his vision for the department, leadership qualities, and his policing philosophy. His decade-long investment in the McCall Police Department and our community will benefit the future of McCall."
Once confirmed, the new McCall Police Chief will start prior to the 4th of July, following the retirement of Chief Justin Williams at the end of May.
Dallas Palmer – background
Palmer proudly serves the McCall community as the current Lieutenant of the McCall Police Department. Palmer was hired as a police officer in 2010 and has risen through the department's ranks during his career. Palmer has held the positions of Field Training Officer, General Topics Instructor, Corporal, and Sergeant, then promoted to Lieutenant in 2018. As Lieutenant, Palmer supervises operations, including the Patrol Division, Investigations Division, and Code Enforcement. He manages recruitment and retention, officer hiring and promotions, department policy and procedures, officer complaints and commendations, and internal affairs. He is heavily involved in developing and implementing budgets while also acting as command in the absence of the Police Chief.
Palmer attended the FBI Intermountain Law Enforcement Executive Command College as well as the FBI-LEEDA Supervisor, Command, and Executive Institutes, and recently received the 2021 FBI-LEEDA Trilogy Award. He maintains an Idaho Peace Officer Standards and Training Management Peace Officer Certification and has a Bachelor of Science in Accounting from the University of Idaho.
In 2014, Palmer was awarded the McCall Police Department Medal of Valor in recognition of bravery shown during his engagement and continued pursuit of an armed suspect who actively fired upon officers. Palmer has been instrumental in developing the department throughout the years, focused on officer training and technological advancements. Palmer greatly understands the importance of community policing and fostering positive relationships within a resort town.
Palmer married the love of his life in 2007 and has three young children. Palmer is greatly involved within the McCall community and has volunteered as a youth hockey coach and board member for the McCall Youth Hockey Association for the past seven years.
