Excellence in Small Town and Rural Planning


We are proud to announce that Michelle Groenevelt (CED Director) has won the Carol Thomas Award for Small Town and Rural Planner from the American Planning Association.  

This division of planning awards is to recognize exceptional individuals and projects for their contribution to planning excellence in small towns and rural communities. The Carol Thomas Award is given to an individual who has made an outstanding contribution to planning in their community.

Groenevelt's remarkable journey in public service and urban planning spans nearly two decades, during which she has spearheaded transformative projects and initiatives benefiting the City of McCall and its residents. Starting as the City Planner in September 2005, Groenevelt quickly rose through the ranks, assuming roles such as Planning Manager and eventually landing her current position as Community & Economic Development Director, a position she has held since July 2008.

Throughout her tenure, Groenevelt has been instrumental in leading numerous master planning efforts, managing projects, and building a talented team of professionals in planning, building, grant writing, and GIS. Her dedication to excellence and innovative approach to planning have resulted in several major accomplishments.

McCall, ID - The City of McCall is pleased to announce the appointment of Phil Kushlan as Interim City Manager, effective March 19, 2024. Phil brings a wealth of experience in municipal management, having previously served as Executive Director of the Capital City Development Corporation in Boise and as City Manager in Bellevue, Washington, and Cottage Grove, Oregon.

In his role as Interim City Manager, Phil will oversee the day-to-day operations of the city and provide leadership during the transition period until a new city manager is in place. His extensive background in urban renewal, strategic planning, project management, and municipal finance makes him well-equipped to address the unique challenges and opportunities facing McCall. "I am honored to have the opportunity to serve as Interim City Manager for McCall," said Phil Kushlan.

"I look forward to working closely with the city council, staff, and community members to continue the positive momentum and ensure a smooth transition for the incoming city manager." During his tenure as Interim Executive Director for the Twin Falls Urban Renewal Agency, Phil led initiatives such as the Main Avenue redevelopment project and the downtown housing initiative. His firm's expertise in urban renewal and community development will be invaluable in guiding McCall through its current growth and development goals. 

The City of McCall expresses its gratitude to Phil Kushlan for taking on this important role and looks forward to his contributions in advancing the city's vision and priorities.

The Organization:
The McCall City Council is made up of 5 council members whose mayor is elected by the council from among its membership for a two-year term of office. The City of McCall operates under the Council-Manager form of government with a City Manager appointed by the City Council, responsible for implementing the City Council’s policies and goals, and managing the day-to-day operations of the City.

The Position
This position is a wonderful and exciting career and a lifestyle opportunity for an individual with the expectation of becoming part of the fabric of the community, actively involved with and easily
accessible to the residents. The ideal City Manager will have a close, trusting working relationship with the City Council, City staff, the community at large, and state and regional partners (e.g., special service districts for wastewater and Fire/EMS, the National Forest Service, County, Tribal, and others). The City is seeking an experienced, professional leader that values integrity, unquestionable honesty,
and community. Applicants should be experienced in the policy areas of financial stewardship, community planning and infrastructure, community engagement, environmental stewardship, emergency planning, and workforce housing particularly in a year-round resort community. The incoming City Manager will inherit an excellent team of strong, creative, and experienced Department Heads who
are accustomed to being full partners in the planning and decision-making for the organization. The City Manager will be expected to foster a collaborative and respectful work environment with
Department Heads and City staff, as well as the City Council. The ideal candidate should be a natural people person, approachable, genuine, and easy to engage; an exceptional communicator; a motivational leader that is able to listen and guide their team; honest and forthright with the ability to hold those around them accountable and equally comfortable with being held accountable. As a key member and leader of the McCall team, it is important that the City Manager is a strategic thinker that is equally a creative problem solver and supporter of new ideas and innovations. The City Manager is likewise expected to foster a strong relationship with the community at large. As the “face of the City” and easily recognized in Town, residents are accustomed to easy access to the City Manager, and the incoming Manager should plan to embrace the role of listening to citizen concerns and actively addressing them. Moreover, the City Manager serves as the ambassador and liaison to the City’s regional partners
and should be skilled at proactively fostering and maintaining positive external relationships. It is further important that the next City Manager be politically astute and an experienced legislative advocate for the City. The position requires a Bachelor’s degree in public or business administration or a related field; Master’s degree preferred. Ten (10) years of experience in municipal government which must include at least: one (1) year as a City Manager;three (3) years as an Assistant/Deputy City Manager; or five (5) years in a Department Head or equivalent level position with supervisory experience; or any equivalent combination. Residency is required within 12 months of the start date.

McCall In Focus - Fire Safety


In 2024, we are enhancing our community engagement program to offer residents, regional neighbors, and visitors exciting new ways to Focus on McCall! Each month, we will introduce a new theme and showcase highlighted projects, providing opportunities for input online, virtually, or in person. Your shared opinions and ideas will be gathered and presented to the staff and the McCall City Council in the monthly department report.

ARTIST CALL FOR APPLICATIONS Local Art for Lightboxes


Project Outline
The City of McCall invites artists to participate in the first phase of the Local Art for Lightboxes project. Through this project, vinyl wraps featuring selected artworks by regional artists will transform utilitarian streetlight control boxes in downtown McCall into public art.
Submitted artwork should:
• Contribute to downtown McCall as an inviting place to visit and gather
• Explore the themes relating to “community” or “community-building” (see “Artist Prompt” below for details)
• Be able to be formatted to fit the dimensions of the streetlight control boxes on all four vertical sides and top (see attached design template)


Artist Prompt
Across Idaho, growth and change are spurring conversations on a range of important issues, including community, engagement and belonging. Here in McCall, how can we use public art to encourage constructive discussions about these timely topics? By focusing on the themes of “community” and “community-building,” this project challenges artists to reflect on one or more of the following in their artwork:
• What does “community” mean to you?
• How is community created or nurtured?
• What defines McCall’s community?
• What kind of community should McCall aspire to be?


Eligibility
This public art opportunity is open to artists aged 17 and over and living within Idaho’s West Central Mountain region, which covers Valley County and northern Adams County, and includes the communities of McCall, Donnelly, Cascade, Yellowpine and New Meadows. Submissions may consist of either new artwork created specifically for this project or existing, unpublished artwork that satisfies the project requirements.


How to Apply
Interested artists should submit the following by April 11, 2024, 5:00 p.m.
1. Letter of interest (one page maximum) that outlines the motivation for participating in this project and relevant experience and explains how the submitted artwork responds to the artist prompt.
2. Resume summarizing qualifications and/or past experience (one page maximum; must include applicant’s contact information). Artist teams should submit one resume for each member.
3. At least two references per artist with knowledge of the artist’s work and working methods, and the references’ contact information; or for aspiring artists, two professional or academic references who can speak about your character and work ethic, and their contact information.
4. Image or visual concept: Applicants must either submit an image of an existing original artwork, or a visual concept (such as a sketch) of their proposed artwork, in PDF or JPEG format (300 dpi). Examples of existing artworks include illustration, painting, digital images, photography, or photographs of an original artwork. Please be sure to include the title, media, and date completed in addition to the image.
Visual concepts are uncompensated, so please provide just enough detail to effectively illustrate your idea.
5. Previous work examples: Provide up to three example images of past and/or current works in progress. Examples should not include artwork submitted for consideration for this project. Include the title, media and date completed for each example. Images should be in JPEG format, 300 dpi.

The City of McCall urges winter visitors in 2024 to prioritize safety and comfort during the McCall Area Chamber’s Winter Carnival event. Please plan to dress appropriately for cold or wet weather and be prepared for walking on ice and snow. McCall experiences varying snow showers, from light to heavy, along with freezing temperatures. It's advisable to wear comfortable, warm shoes with good traction. Additionally, exercise caution when walking in all areas of our mountain town.  

 
Kids & Ice 

Ensure close supervision of children, especially near roads and when sledding on berms or down driveways, as it can be hazardous. Payette Lake is not frozen so sledding onto or walking on ice is dangerous and not advised. 

 

Getting Around During Winter Carnival  

Use the Winter Carnival Map to find restrooms, sculptures and more. Our pathway system and public transportation offer convenient ways to explore the area. Here are some links to help you. Roads may be closed throughout carnival especially during the parade. Please allow at least an hour after the completion of the parade before trying to drive and always respect detours and traffic safety signs, signals, and helpers.

City of McCall, Idaho – On February 20th, 2024, McCall’s Mayor, Bob Giles, released the following letter to the citizens of McCall for publication in the Star News on Thursday, February 22nd.

As your Mayor and proud member of the McCall community, I'm compelled to let you know about House Bill 506, a proposed bill that would severely limit the City Council’s ability to protect the health and safety of our visitors, citizens, and neighborhoods with reasonable requirements on Short-Term Rentals (STRs). Living here among you all, I understand the deep connection we share to our homes and the collective responsibility we hold in safeguarding the well-being of every resident and visitor alike.

Our town thrives thanks to the dedication of our business owners. In McCall, Short-Term Rentals provide additional accommodations for visitors, bolstering our local economy and supporting our local businesses. Moreover, the local option taxes they generate play a crucial role in maintaining our city's infrastructure and local housing initiatives while supporting nonprofit initiatives that benefit us all.

Yet, within this prosperity, we mustn't overlook the importance of safety and community. Effective regulation can complement our way of life rather than hinder it. By implementing sensible permitting and regulations, we can ensure that everyone feels secure in their surroundings, whether they're here for a brief escape or a more extended stay. From adhering to fire code regulations to preserving the residential integrity of our neighborhoods, these measures are essential in safeguarding the unique character of McCall that we cherish.

In January, the City of McCall partnered with the McCall Fire District to explore our short-term rental owners' and managers' satisfaction with our new safety protocols. By surveying stakeholders, we've gained valuable insights into their experiences with the STR inspection and permit procedures. Working closely with McCall Fire, we're actively exploring ways to improve the process. We were pleased to discover that the majority of respondents noted an enhanced sense of security in their homes for guests after completing the inspection process.

As elected leaders, the City Council and I strive to balance property rights and community welfare. We recognize the concerns of both permanent residents and short-term rental operators, and it's our duty to protect the interests of all parties involved. Through collaboration and open dialogue, we can find solutions that uphold McCall's unique charm while addressing the diverse needs of our residents and visitors.

I urge you, my neighbors, to join me in supporting these important safety goals and prudent control of vacation rentals. Together, we can ensure that our mountain town remains a welcoming and thriving destination for all who call it home or visit our community. If you support our approach to having reasonable regulations to manage Short-Term Rentals, please take the time to contact your legislators as soon as possible to oppose HB 506. Tracking Proposed Water Bond News


McCall is at a pivotal moment in securing its water supply. McCall City Council is considering a $16.5 million bond to make necessary upgrades to its water treatment plant and construct a new storage tank to meet growing demands and ensure reliable water access for the community.




Things to know:

  • Purpose - The bond funds will improve the treatment plant and build a new 2-million-gallon storage tank.
  • Projected Costs - The total project cost, including interest, is estimated at around $24 million, spread over 20 years.
  • Water Plant Expansion - About $6.3 million will go towards expanding the treatment plant to handle increased demand and meet regulatory standards.
  • New Storage Tank - Approximately $6.9 million will be allocated to construct a new storage tank, meeting fire protection standards and accommodating peak demand.
  • Bond - A water revenue bond is like a loan that a city or municipality takes out to pay for improvements or expansions to its water system, such as building new treatment plants or repairing pipelines. In simple terms, a water revenue bond helps cities fund improvements to their water systems by borrowing money and using the income generated by the water system to repay the loan over time.
  • Critical Need - Aging infrastructure and rising demand require immediate upgrades to ensure water reliability.
  • Financial Impact - The bond offers a manageable increase of around $1.20 per month for the average residential bill, compared to steep rate hikes of 100% over three years on current water customers.
  • Environmental Compliance - Meeting strict environmental regulations and a healthy water system is essential, driving the urgency for upgrades.
  • Voters -  If the proposed revenue bond measure is on the ballot in May, the decision-makers will be made up of registered voters who live inside McCall City limits.

City Manager Anette Spickard Set to Transition to Sedona, Arizona

 McCall, Idaho | January 24th -  City of McCall announces that City Manager Anette Spickard has decided to pursue a new chapter in her professional career by relocating to Sedona, Arizona. Her final day with the City of McCall has been confirmed for March 22nd.

Anette's decision stems from the exciting opportunity for career growth and the prospect of being closer to her daughters and grandchildren. Having served diligently since 2018, she has been an integral part of the city's progress, overseeing numerous projects and growth planning initiatives.

The City of McCall expresses its gratitude for Anette's dedicated service to the community. Mayor Bob Giles conveyed the sentiments of the City Council, stating, "We thank Anette for her contributions and wish her a successful career transition. She will be greatly missed by all who have had the privilege of working with her."

The recruitment planning process for a new City Manager is set to commence in February, with a comprehensive search to identify the most suitable candidate to continue the city's development.

Fresh, beautiful snow + a holiday weekend = lots of people recreating on the forest! Use common sense and show kindness and courtesy to others. 
• It is YOUR responsibility to know where motorized and non-motorized uses are permitted or prohibited. There have already been reports of vandalism and trespassing by winter recreationists this season. New Artwork on Railroad Avenue!


Have you noticed?  There is new public art on Railroad Avenue!  Check out the story of how three local high school students were able to display their wonderful photography to the public below:


When then-junior Ellie Cramblet was asked by McCall-Donnelly High School art teacher Cynthia
Dittmer if she would be interested in helping coordinate the newest edition of the Railroad
Avenue public art project last April as part of her senior project, she was thrilled.
“It felt super special that I was selected,” Cramblet said. “She told me that she was a member of
the Public Art Advisory Committee,” Cramblet said, and “there was an idea of updating the
artwork on Railroad Avenue.” As Dittmer explained, the City of McCall Public Art Advisory
Committee had realized a photography project specifically focusing on outdoor recreation
around McCall could be a nice change—and as a budding photographer, Cramblet was a
perfect fit.
Working in conjunction with Dittmer, Cramblet identified a few other students who could
contribute photography to the project. With the project’s focus in mind, they wanted other
students who were active in outdoor sports and recreation and who were also photographers.
Eventually, they settled on Lucas Clouser and Lee Kindall.
The three photographers—Cramblet, Clouser, and Kindall—each took a number of shots in
different outdoor settings, trying to find a selection of photos representative of McCall.
Eventually, Cramblet narrowed the photos down to the five or six best from each photographer
before considering the constraints of the project more closely. “I mostly felt excited,” Cramblet
said of the challenge, but because of how the photographs are viewed as drivers pass by on
Railroad Avenue, “I was strategic in the way I selected them.”
“I do wish more photos could have gone up on the wall,” she said, but “I’m happy with my
selection.”
After the images were printed on aluminum composite by Rocky Mountain Signs, the McCall
Parks Department installed them. Cramblet took the climber and kayaker photos on a Canon
EOS Rebel T8i, Kindall took the fish photo on a Canon EOS Rebel T6i, and the skier photo
taken by Clouser was shot on an Android Galaxy phone. The Railroad Avenue public art project
is funded and maintained by the City of McCall.

Shelton Foundation Grant Funds Awarded


Good News! The Shelton Foundation (via Idaho Community Foundation) has awarded the City of McCall the amount of $2150 to support the purchase of a portable ice skating rink. The Parks and Recreation Department will continue to seek additional funding to purchase a rink set-up similar to the examples below. A rink set-up like EZ Ice or Nice Rink will allow the Parks Department to provide a better outdoor skate experience for community members and ease the creation and maintenance of an ODR for Parks and Recreation staff.

 


Small Concessionaire Proposals


The City of McCall Parks and Recreation Department will be accepting proposals for commercial activity per Resolution No. 11-25, Attachment A: Guidelines for Commercial Activity Concession Sales within McCall City Parks. Small Concession proposals can be submitted from December 1st through February 28th. McCall Seeks Historic Preservation Commission Member

The City of McCall is seeking someone with professional experience and/or interest in history, historic preservation, archeology, architecture and/or related field to serve on the McCall Historic Preservation Commission. The mission of the Historic Preservation Commission is to “promote the educational, cultural, economic, and general welfare of the public through the identification, evaluation, designation, and protection of those buildings, sites, areas, structures and objects which reflect significant elements of the City’s, the State’s and the nation’s historical architectural, archaeological and cultural heritage” (McCall City Code section 3.20.010).

Tree Removal and Beetle Mitigation


McCall Parks and Recreation is busy completing fall maintenance. One task the department is managing is tree work and beetle mitigation. The department will be removing trees within city grounds where needed, one location where you may see this taking place is by the Parks Department shop and Historical Museum site grounds at 101 Forest St. Efforts will be made next spring to reforest areas. Joint Wastewater Advisory Group Member Needed
The City of McCall and the Payette Lakes Recreational Water and Sewer District (the District) is seeking a civic-minded individual to fill an open seat on the Joint Wastewater Advisory Group. The vacancy is for A Sewer District Elector, who is also a resident within the District, appointed by agreement of the City Council and the District's Board of Directors for a term of one (1) year. There are no limitations on re-appointment. Filling a vacancy of this member shall be appointed in the same manner. The Joint Wastewater Advisory Group was established according to the Agreement of Annexation Plan, Property Transfer, and Agreement of Operations Subject to Conditions Precedent (the Annexation Agreement) adopted by the vote of the District and City electors in 2017. The Advisory Group is charged with the following responsibilities: To monitor, provide assistance, review, and comment to each agency’s staff and to report and make recommendations to the Governing Bodies of the agencies regarding the performance of the Agreement of Operations of the Annexation Agreement.

McCall City Urges Vacation Rental Owners and Managers to Schedule Fire Inspections before Year-End Deadline

 

The City of McCall is issuing a strong reminder to all vacation rental owners and managers within the city limits to schedule their fire inspections before the end of this year. Failing to do so could lead to an inactive license in 2024, resulting in lost revenue for their businesses.

 

As of today, McCall has a total of 370 vacation rentals currently permitted. Of these, only 75 have successfully passed the necessary fire inspection. With approximately 45 short-term rentals already closed for business, only a handful have transitioned into long-term rentals, leaving many properties unaccounted for.

 

City officials emphasize the urgency of this situation, pointing out that there are currently 68 inspections scheduled between September 28 and the end of the year. However, with a significant number of homes yet to be inspected and limited available slots, owners and managers are strongly encouraged to act promptly. All Short-Term Rentals MUST pass the inspection by December 31, 2023, in order to renew their permit for 2024.

 

"Time is of the essence," said Erin Greaves, Communications Manager. “We have a limited window of opportunity to conduct these inspections and renew licenses in partnership with the Fire Department to meet these new requirements. I’d recommend property owners and managers act now to secure their active licenses for 2024. Failure to comply could not only jeopardize public safety within uninspected properties but also lead to financial setbacks for their businesses."

 

The City of McCall emphasizes that the scheduling process is on a first-come, first-served basis. Owners and managers are encouraged to visit McCall Fire scheduling calendar at engagemccall.com/firesafestr to book their inspection slots. Given the high demand and limited availability, those who delay might have to wait, potentially causing disruptions in their rental operations.

The ordinance, a result of careful consideration and valuable public input, enforces a $100 fine for a first offense. Davis Beach Intake Station Upgrades 2023


CONSTRUCTION UPDATE (10/2/23):  Davis Beach is under a partial closure during October as reconstruction of the Water Intake Station progresses.   The south access to the park off Lick Creek is currently closed to allow for completion of recent grading and stormwater facilities.  All public access to the Park should be via Diamond Street.  

There is also construction fencing set up along the southern portion of the park (surrounding the intake station) to keep the public out of the building’s construction site.  However, the public should be aware that construction vehicles will be entering and existing the Park (throughout the month) and utilizing the temporary access (off Diamond) to support the building’s reconstruction.  Use of the beach west of the access pathway is allowed.  Please do not block the access pathway.     

DETAILS AND SCOPE OF PROJECT

Construction Budget: $500,000

Project Funding Source: McCall Water Department

Project Overview:  This project is a significant enhancement of the facility to meet regulatory requirements while Improving overall safety, function, and aesthetics. 

  • New roof and pump roof hatches to replace, old, end-of-life existing facilities.
  • Installation of variable frequency drives (VFD)s for each of the station’s three (3) pumps to improve operational control and significantly reduce energy costs. 
  • Installation of new pump manifolds and replacement of the station’s intake flow meter.
  • New exterior siding and architectural elements will improve aesthetics.

After careful consideration and discussions within our golf committee, we will implement a modest fee increase of 5% across all fees and tournament fees and registrations for the upcoming 2024 season. Street Project: E. Deinhard Lane, SH55 to Samson Trail

  Update:  September 26, 2023: 

Attention all drivers and commuters: We want to ensure you are well informed about the key details and changes that will be in effect.

Access to the McCall Marketplace and US Post Office via Deinhard Lane (near Commerce Street) is closed this week and expected to open again in the next week.   

Deinhard Lane is closed to thru-traffic, but access to McCall Marketplace and the US Post Office is provided at the west entrance off 3rd St.  All thru-traffic on Deinhard is being detoured around the construction site via Jacob Street.

Periodic Flagging for traffic control until the end of October. 

At the Marketplace's west entrance, traffic control measures will be in place. Drivers exiting the Marketplace’s west entrance will be directed to make right turns only. This strategic approach aims to alleviate congestion, minimize wait times, and facilitate efficient traffic flow out of the shopping center.As this construction phase progresses, we extend our sincere gratitude for your patience and cooperation. Your understanding is crucial as we work diligently to enhance the roadway infrastructure for the benefit of the entire community. Stay tuned for further updates and adjustments as we continue to make strides in this project.

  • CRABS (Cement Recycled Asphalt Base Section) rehabilitation of Deinhard Lane between Samson Trail and Commerce Street.  
    • Stormwater culvert improvements will also be completed in this section. 
  • Complete road section (sub-base, base, and asphalt) reconstruction of Deinhard Lane (between Commerce Street and SH-55)
  • Turn lane improvements at SH-55 and Deinhard Lane:  
    • a new dedicated northbound, east-turning lane will be constructed on SH-55
    • a new dedicated westbound south turn lane will be added to Deinhard Lane (at SH-55)
  • Pathway and pedestrian improvements:
    • Seal-coating of the existing separated pathway (between Idaho First Bank and Samson Trail)
    • A new Rectangular Rapid Flashing Beacon (RRFB) crosswalk signal for the Deinhard Lane crosswalk at Valley Springs Road
    • A new, separated pathway extension along the north side of Deinhard Lane (from Idaho First Bank to the corner of Deinhard and SH-55)

Incident Update | August 19th Vehicle hit-and-run - Suspect identified, located & captured


On Saturday, August 19, 2023, at approximately 11:41 p.m., McCall Police Department officers responded to a report of an unconscious individual lying in the bike path near the intersection of Lenora Street and Wooley Avenue. Upon arrival, officers located an unconscious male who was badly injured. (Read the previous releasehttps://www.mccall.id.us/news/post/17844/) 

 

On Sunday, August 20, 2023, officers asked community members to review video surveillance from nearby areas and contact the McCall Police Department or Valley County Dispatch with any information that may be of benefit to the investigation 

 

In the following days, officerlocated what they believed to be the suspect vehicle from the incident. Officers reviewed additional evidenceconducted multiple interviews, and eventually identified the driver of the suspect vehicle as ROBERT HARDING TUNISON, a 36-year-olfrom Caldwell, Idaho. Shortly thereafter, officers obtained an arrest warrant for TUNISON, charging him with the crimes of Vehicular Manslaughter and Leaving the Scene of an Injury Accident, both felony offenses in the state of Idaho. 

 

On Thursday, August 24, 2023, TUNISON was located by a Valley County Sheriff’s Deputy near the Valley County / Adams County northern border and was ultimately taken into custody by the Adams County Sheriff’s Office. 

  

We would like to thank the Valley County Sheriff’s Office, the Adams County Sheriff's Office, and the Idaho State Police, for their assistance in this investigation and efforts in obtaining custody of TUNISON.

Shortly after, McCall Fire Department Paramedics and EMTs arrived and took over medical care. The victim was transported to St. Lukes McCall, where he later succumbed to his injuries and was pronounced deceased. The victim's family has been notified. 

 

We believe this incident to be vehicle-related and are investigating the incident as a vehicle vs. pedestrian hit-and-runWe are asking anyone with information about this incident to please contact the McCall Police Department at 208-634-7144 or Valley County Dispatch at 208-382-5160. Update 10/9/23:  Mainline paving of Davis was completed on 10/5 and 10/6.   This week (10/9 – 10/13), the contractor will continue paving approaches and preparing the road to be reopened to the public.

UPDATE: Resume Alternate Watering Days


  **Community Update: Water System Improvements**

 We have some positive news to share regarding our city's water system. Over the past three days, our dedicated teams have been diligently working to replace and repair the two pumps that had experienced issues in July. We understand the inconveniences this situation may have caused, and we appreciate your patience during this time.

 We are pleased to inform you that the water usage restrictions that were in place have now been lifted. Starting immediately, all water customers can resume their regular alternate day watering routine, as outlined in City Code 6-2-265:

 **ALTERNATE DAY SPRINKLING**
 Irrigation of residential and commercial lawns and landscaping using City water, by sprinklers or otherwise, shall occur only on alternate days. Addresses with an odd number may water on odd-numbered days, while addresses with an even number may water on even-numbered days. (Ord. 665, 7-14-94)

 Thank you.  Your voluntary efforts to reduce irrigation were an important part in maintaining proper water pressure and flow for the entire community over the past three weeks and helped the McCall Public Works Department ensure a stable water supply for our city.

 As we move forward, let's continue to use water responsibly and work together to conserve this precious resource.

McCall City is currently experiencing water supply challenges following the failure of two critical water pumps in the Water Treatment Plant (WTP). The first pump began experiencing issues on July 7th, leading to its shutdown and subsequent inspection by specialized municipal pump mechanics. Due to high demand for their services, the mechanics were only able to arrive for inspection during the week of July 24th to July 28th. On July 18th, a second pump also failed, compounding the issue. 

  

Upon inspection, the mechanics found significant shaft and bearing damages in both pumps, though it is uncertain if the failures occurred simultaneously. As a result of these failures, the city has lost approximately one-third of its maximum pumping capacity. While the city can currently maintain necessary flows and pressures with two pumps out of service, the concern lies with the possibility of a third pump failing, potentially overwhelming the system, especially during peak irrigation hours between 1 am and 9 am. 

  

To prevent further strain on the system, the city issued an irrigation reduction request to the residents. The request was made after a meeting on July 28th, during which city staff assessed the remaining WTP pumping capacity with two pumps out of service. Daily total volumes have started to decrease from, potentially showing positive results from the irrigation reduction notice. 

  

The city aims to repair and replace the failed pumps as quickly as possible. Currently, mechanics are evaluating the total damage to the pulled pump and expect to have it reinstalled and back online within an estimated two weeks. We currently expect mechanics onsite this week and will update the public as new information is available.   

  

The cause of the pump failures remains unknown, as diagnosing pump issues without removing them from service is challenging. The pump assemblies were installed in 2005 and have had periodic maintenance over the years, performing reliably for the past 18 years with few problems. 

  

The City of McCall assures its residents that it has sufficient funds in its Operations and Maintenance budget to address these issues. Necessary parts for the pumps are being custom made to facilitate the repair process. 

  

In response to the situation, McCall City Water Users are urged to reduce watering lawns and gardens to the maximum extent possible to help alleviate pressure on the water distribution system. By cooperating with the irrigation reduction request, residents can ensure adequate water pressure and flows for domestic use until the pump issues are resolved. 

Want to go the extra mile to help? McCall City Water Users are encouraged to embrace domestic water conservation strategies within their households. While adhering to the irrigation reduction request, residents willing and able to make additional contributions can adopt the following domestic conservation practices: 

1. **Mindful Hose Usage:** Avoid unnecessary water wastage by not allowing hoses to run unattended. Promptly turn off hoses when not in use to prevent needless water loss. 

2. **Strategic Timing for Heavy Water Usage:** Consider postponing activities that require substantial water usage, such as refilling hot tubs, to off-peak hours. This minimizes strain on the water system during peak demand intervals. 

3. **Leak Detection and Prompt Repairs:** Regularly inspect household plumbing for leaks and promptly address any identified issues. Even minor leaks can result in significant water wastage if left unattended. 

4. **Economical Dishwashing:** Opt for dishwashers when feasible, as they typically use less water than hand washing, so use them when you can.

  

The City of McCall is committed to providing regular updates on the progress of the pump repairs and will continue to work diligently to restore full pumping capacity as soon as possible.

Biking in McCall: How E-Bikes are different


Did you know that some E-Bikes can go up to 50 miles per hour?  While the average E-bike goes about 20, some have the capability to go much faster.  E-cyclists are more likely to be hospitalized after an accident than other riders, and three times more likely to injure a pedestrian than other riders. E-bikes are gaining popularity, and it's crucial to prioritize safety, especially for our younger riders. Please keep these safety tips in mind when you are riding:
- Slow down and be cautious when around people.
- Wear a helmet.
- Utilize bike lanes for a smoother and safer ride for everyone.
- Dismount their bikes on downtown pathways to ensure pedestrian safety
- Obey traffic laws.
- Ride in the same direction as traffic.
- Yield to pedestrians.

Rotary Park Swim Lane Lines


UPDATE: The parks crew is attempting to get the lane lines up, however, due to damages to the lines from wake action last season they are now in need of repair which has delayed the installation that had been scheduled for this week.  The parks crew is currently attending to higher maintenance priorities and will get to repairs as time and resources allow.  At this time, we do not know if or when we will be able to get them out for the season. We are glad so many appreciate this amenity at Rotary Park.


Bear Season in McCall


“Bear season” is in full swing in McCall.  During the past three weeks, Fish and Game has received several reports of bears in neighborhoods, getting into trash, eating from bird feeders, and acting unconcerned about humans.  
Fish and Game staff lethally removed one bear earlier this summer after it tried entering a house. Biologists and conservation officers are actively working in other neighborhoods to secure food sources and prevent bears from scoring an easy meal, removing the incentive for bears to stick around town.
“What we know from experiences throughout the state is that it is much easier to alter human behavior than it is to alter bear behavior,” Regan Berkley, Regional Wildlife Manager. “Because of that, we’re asking for residents’ help.”
Now is the time to make sure that bears have no access to any food sources.  Keep garbage inside until morning of pickup, and make sure it is all contained in a bear resistant container.  Take down bird feeders, and don’t leave food or coolers outside unattended, even for a few minutes.  
“Short term rentals are one of our biggest challenges,” says Berkley.  
She asks owners to make sure guests are aware of bear issues, and to ensure that they are following bear-smart practices for securing food and garbage.  Fish and Game has brochures that owners can provide to renters to help make sure they have all the information they need.  
Berkley encourages residents to report bear issues to Fish and Game at 208-634-8137.  
“Often, if we know of a problem early, we can get information out to homeowners and change both human and bear behavior before bears get too habituated,” Berkley said.  “If our first report is a bear trying to get into a house, we have fewer options.”

Update:  

NTSB completed their investigation on June 14th, into the Cessna 182 crash that occurred Monday, June 12.

A recovery team has removed all wreckage, and the site was clear as of 1630 June 14, 2023.

McCall, June 12, 2023- A distressing incident occurred this morning at approximately 0950 near the McCall Baptist Church playground and areas of City of McCall property. A Cessna R182 aircraft with tail number N3138C, piloted by an experienced aviator accompanied by a single passenger, encountered difficulties during takeoff from McCall Airport, heading north.

 

Employees from Sawtooth Flying Service and the Smokejumper Base reported observing the aircraft's failure to maintain altitude, eventually losing sight of it. Prompt action was taken, with Sawtooth Flying Service and McCall Aviation immediately alerting emergency services by dialing 911.

 

In response to the distress call, personnel from McCall Fire, McCall PD, McCall Airport staff, a pilot from Sawtooth Flying Service, and a pilot from the jump base swiftly mobilized to the crash site. Their coordinated efforts ensured a rapid response and well-coordinated operation.

 

The pilot and passenger of the Cessna 182 were promptly transported to St. Luke's McCall for immediate medical attention. Following initial assessment and stabilization, both were further transported via helicopter to a medical facility in Boise. As of now, the precise conditions of the patients remain unknown, and medical professionals are working diligently to provide the necessary care.

 

To ascertain the causes and circumstances surrounding this unfortunate incident, the National Transportation Safety Board (NTSB) has been contacted and is en route to McCall.

 

As the investigation is in its preliminary stages, we kindly request patience from the public and the media. At this time, no additional information is available to share.

 

Our thoughts and prayers go out to the affected individuals and their families during this challenging time. We extend our gratitude to the first responders and all those involved in the immediate response, whose efforts undoubtedly saved lives and ensured the utmost care was provided.

An update regarding the presence of a petroleum product recently discovered in Payette Lake. Please take note of the following:

1. Sample results are in: The RBCA (Risk-Based Corrective Action) results showed no detectable levels (ND) of surrogates in everything except the Vertech Storm Drain. This usually indicates that the levels are below the measurement range.  

2. Final clean-up costs are still unknown.

3. EPA will produce a final report. 

4. Fuel type still unknown.

2. Closures: All beach access is now open, with the exception of Art Robert still closed for incident cleanup. Art Roberts is closed to beach access. Bathrooms remain open. 

3. Contract approved today at 2:05 pm - AB 23-125 Request to Ratify the Approval of the Contract with Olympus Technical Services for the fuel cleanup in Payette Lake and affected areas.  

4. Olympus Technical Services is on-site now proceeding with clean-up.

An update regarding the presence of a petroleum product recently discovered in Payette Lake. Please take note of the following:

 

1. DEQ Visit: The Department of Environmental Quality (DEQ) will be on-site today to provide their expertise and guidance on managing the situation effectively.

 

2. Locations Affected: The substance has been detected at Art Roberts, Legacy Park, and the water entrance to Brown Park.

 

3. Shoreline Closure: As a precaution for health and safety, beaches and water access points at Art Roberts, Legacy Park, and Brown Park will be closed until further notice.

 

4. Containment Measures: Additional booms have been strategically placed by the McCall Fire Department to contain the affected area.

 

5. Water Supply: We are currently using the Davis Beach intake facility for water supply while awaiting testing at the Legacy Pump station. Rest assured; the water remains safe for consumption.

 

6. Source: The source of the substance is still unknown at this time. We have followed all Public Works protocols and conducted investigations of structures related to the stormwater discharge point. No present leaks have been found, indicating this to be an isolated event.

7. Quantity:  We are told by the Fire Department that it looks less than 10 gallons although it is difficult to tell.

We kindly urge all community members to join us in conserving water wherever possible. By reducing unnecessary water usage, promptly fixing leaks, and adopting water-saving practices, we can significantly contribute to conservation efforts and ensure the sustainability of our water supply.

 

The City of McCall is taking all necessary precautions to maintain the highest standards of water quality and public health throughout this process. City of McCall Urges Water Conservation in Response to a Petroleum Product Discovered in Payette Lake

 

McCall, May 29, 2023 – The City of McCall was made aware of the presence of petroleum in Payette Lake, originating from an unidentified source. The City of McCall is following water safety protocols and is actively working to address the issue and ensure the ongoing supply of clean water to its residents. While water is safe to drink, we are calling upon the local and visiting community for their support and cooperation in conserving water during this time.

 

Upon receiving notification of the discovered substance, the lead agency in the incident, McCall Fire, in cooperation with our Public Works Streets team, began pumping the drains to contain as much as possible. Then, our McCall Water Systems team swiftly initiated testing procedures to assess the extent of the impact on water quality. Collaborating agencies are working diligently to identify the source and take appropriate measures to prevent further pollution.

 

In light of this incident, we anticipate engagement from notified agencies, the Environmental Protection Agency (EPA), and the Department of Environmental Quality (DEQ), later this week. Their expert insights and guidance will aid us in effectively managing the situation and implementing measures to safeguard the water resources in our community.

 

The City of McCall acknowledges the vital role that water plays in the daily lives of our residents and the overall well-being of our community. Therefore, we kindly request the support and assistance of all community members in conserving water wherever possible. Street Project: Downtown Core - 1st Street "Park St. to Lake St."



9/25/2023 UPDATE: Final Completion Inspection Date is scheduled for 9/27/2023

  • Phase 3B is going to be going out to bid this fall for a 2024 construction year.

8/3/2023 UPDATE: Knife River completed paving the week of August 7th, 2023 

There will be multiple closures of 1st Street through the duration of construction. Our goal is to keep the 1st Street Parking lot and access to businesses open as long as possible. Water shutoffs will be noticed to affected property owners in advance of the shutoff. Please return for updates on closure timelines

Downtown Core Phase 3A utility work on 1st Street from Park to SH55 to prepare for future and complete streets upgrades on 1st Street. Knife River has began construction on the water main on 1st Street as of 6/5/2023. They have completed the water main tie in the E. Lake Street intersection and are working their way south with water main installation and water services. They will be working on installing new water services to the properties north of the Lenora St. Intersection. Starting on or around 6/19, the Contractor will shift to the south side of 1st Street and will begin installing water main pipe towards Park St., along with water services to the associated properties along 1st Street. 1st street remains closed from E. Lake St. to W. Park St, however, the south half of the 1st Street parking lot remains open for business access and parking. Pedestrian traffic is encouraged to detour around the construction site, however sidewalks will remain open as long as possible along the east side of first street. Traffic control and fencing is subject to change as the construction progresses.

During closures, motorists are advised to use alternative routes and follow the posted detour signs. Pedestrians and cyclists are also urged to exercise caution when navigating the affected areas.

Local businesses and residents are encouraged to plan ahead and make necessary arrangements to minimize any inconvenience caused by the road closure.

Boat Ramp & Dock Expansion Project


Construction on the public boat ramp north of Legacy and dock expansion is underway. The south end of the boat ramp will remain closed during construction and during this Memorial weekend. Please use the north end of the ramp for launching boats. When the project is complete in early June the Legacy sand court will open to the public with additional sand and net installation. 




Warranty work on the Brown Park stairs has begun. Please for your safety avoid this entrance and use the pathway to enter the park.

City Council Special Meeting - Wildlife Discussion

McCall, ID – The City of McCall leadership and its citizens share a common goal of ensuring a healthy and sustainable deer population in their community. A wildlife conversation on May 4th, 2023, will explore ways to achieve this.

 

Last week, the City of McCall announced that it will hold a community conversation event on Thursday, May 4th, 2023, at 5:30 pm. The event will take place at the McCall-Donnelly High School Commons and is open to the public.

 

The community conversation event will provide residents with an opportunity to come together and discuss how we can coexist with local wildlife. Whether you support or oppose a feeding ordinance, we encourage you to attend and share your thoughts.

 

The event will provide a collaborative setting to engage new ideas and public opinion on short-term and long-term wildlife goals, as well as a possible feeding ordinance. The discussion is meant to support a healthy and wild deer population in and around McCall not to eradicate deer. Guests from Idaho Fish & Game as well as the Idaho Conservation League are expected to attend. 

 

The event will also explore other ideas for protecting wildlife, such as forming a wildlife advisory group, using educational tools, and spreading awareness about the importance of protecting our wildlife and sharing our story with visitors to our city. Furthermore, the city will explore best practices for handling the likely effects that may occur if the ordinance is implemented. 

 

“We are excited to host this important event,” said Mayor Bob Giles. “By coming together and sharing our thoughts and ideas, we can work towards finding solutions that will benefit both our community and the wildlife that calls it home.”

 

The City of McCall encourages residents to attend this community conversation event and participate in this key discussion. Those unable to attend can take a survey to provide their feedback.

Mountain lions likely spending winter in McCall



Wednesday, March 8, 2023 - 2:46 PM MST

Fish and Game continues to receive reports of mountain lions in McCall. Mountain lions have been reported in neighborhoods near the river, such as Rio Vista and Mather Road, as well as in Spring Mountain Ranch.

“It is likely these lions will continue to move through town throughout the rest of winter,” said Regan Berkley, regional wildlife manager. “The town deer herd provides a large prey base, and surrounding areas have deep snow and no prey.”

The majority of reports have come from doorbell or security cameras, mostly from unoccupied residences. 

Fish and Game advises residents throughout town to review mountain lion safety tips, even if cats have not been observed in their neighborhoods. These include:

  • Keep pets on leash when walking, and inside at night. 
  • Avoid walking or running during nighttime, dawn or dusk hours.  Try to walk in pairs or groups, even during daylight. 
  • Block all access to areas under decks or homes, to prevent those spaces being used as bedding areas. 
  • If you encounter a mountain lion, do not run.  Make eye contact and make yourself look large and threatening. 
  • Do not feed deer in town.

Fish and Game encourages residents to continue reporting mountain lion sightings to the McCall office at 634-8137 so that staff can continue to monitor the cats’ movements and behavior.

An update on the February 18th incident at 100 Block of Eagle Shores Ct in McCall, Idaho. 

 

On Saturday, February 18, 2023, at approximately 4:05 p.m., McCall Police Department officers and Valley County Sheriff’s Office deputies responded to a report of domestic violence in the 100 block of Eagle Shores Court in McCall. As reported, officers located an injured female and an injured male and provided immediate medical assistance to both individuals. McCall Fire and EMS also responded and provided emergency medical care before transporting the injured male to St. Luke’s McCall for further medical attention. The female, identified as Lynne Ellen Dooley, was pronounced deceased at the scene.

 

Later that evening, the 55-year-old male and husband of Lynne Ellen Dooley, identified as Mark Edward Dooley, was transported from St. Luke’s McCall to St. Alphonsus in Boise for additional medical attention and survived his injuries. Upon discharge today, Mark Edward Dooley was arrested on a Valley County arrest warrant for Murder in the First Degree (Idaho Code 18-4001, 4003) and booked into the Ada County Jail. Mark Edward Dooley is expected to be extradited to Valley County, where he will be arraigned on the charge of Murder in the First Degree and booked into the Valley County Jail.

 

The investigation into this incident is ongoing and future press releases through the McCall Police Department or the City of McCall are not expected. Investigative questions should be routed to the Idaho State Police or the Valley County Prosecutor’s Office. We ask you to respect the privacy of the family in our small community during this tragedy.

Invitation to Bid: Public Boat Ramp Dock Expansion Project


INVITATION TO BID

The City of McCall, Idaho is soliciting bids from Idaho Public Works Licensed Contractors at the front desk office of

City Hall at 216 E. Park Street until 3:00 PM MST on Thursday, March 09 for the following project:

Public Boat Ramp Dock Expansion Project 2023

At 3:30 PM, MST on Thursday, March 09 , 2023, all proposals will be publicly opened and read aloud at the American

Legion Hall, 216 E. Park Street, McCall, Idaho.

The project consists of construction and installation of three new dock systems at the boat ramp and the relocation,

refurbishing, and re-configuration of existing ramp dock systems to the south which will replace the existing EZ dock

(T-Dock) south of the ramp. Work shall also include the removal and disposal of existing EZ T-Dock System. To

accommodate the new dock finger adjacent to and south of the historic ramp dock systems, a cantilevered pier will

need to be constructed along the entire length of the existing concrete retaining wall associated with the beach

volleyball court. The new pier adjacent to the volleyball court will need to be anchored to existing concrete wall and

cantilevered and elevated over existing rock rip rap on helical piers or approved equal. Contractors and or

subcontractors will be required to show or demonstrate previous experience, certifications, or qualifications with

helical pier or approved equal installations.

Joint permits and a mitigation plan are in the approval process with the appropriate governmental agencies to perform

the proposed work. All permitting work will be the responsibility of the owner (City) and not the contractor.

Contractor will be required to perform the work in accordance with permit and bid specifications.

Sets of the documents including the plans, details, and Project Manual (containing Bid forms, bidding instructions

/conditions, draft contract documents, and specifications) will be available on Friday, February 24, 2023 for review at

the City Hall front desk at 216 E. Park Street, 83638, 208-634-7142. Documents will be issued in either a PDF or

paper format.

A pre-bid conference, open to the public, will be held at the American Legion Hall, 216 E. Park Street on Tuesday,

February 28, 2023 at 9:00AM. All potential bidders are highly encouraged to attend or call in given the environmental

constraints and unique nature of this project.

Each bid proposal must be accompanied by cash, a certified check, bid bond, or cashier’s check in the amount not less

than 5% of the total amount bid, payable to the City of McCall. An Idaho Public Works License and documentation

are required to submit a bid.

Any objections to the contents or terms of the bidding instruction and project plans and specifications shall be raised

(3) days prior to the bid opening, or it shall be deemed to have been waived.

The City reserves the right to select any combination of the bid alternatives and or reject any and all bids out right as

budget necessitates.

The McCall Police Department expresses its condolences to those affected by this tragedy and encourages victims of domestic violence to report all incidents to law enforcement. Access McCall - Draft Plan - For Adoption February 9th is now available for public review. 

The City of McCall has evaluated how things like sidewalks, pathways, parks, and public buildings are accessible to people with disabilities. We used resident and visitor input to evaluate any barriers encountered when trying to navigate the City.

The ADA Transition Plan & Self-Assesment will help determine how the City invests in future upgrades to make public facilities accessible to everyone. Field crews completed an inventory of City facilities in July. Now,  after collecting feedback data a draft is ready for review and adoption consideration by the McCall City Council. 4th of July Alcohol Restriction Community Survey

Since 2016 McCall City Council has applied an alcohol restriction in all lake front city parks during 4th of July in an effort to create a welcoming atmosphere for all ages. Public Boat Ramp Improvements & Dock Expansion


The McCall Parks and Recreation Department would like make necessary repairs to the public boat ramp sub-surface infrastructure and improve public launch short-term moorage capacity through dock system expansions and improvements.  Performing repairs will address safety and environmental concerns and greatly improve recreational user experience. The Parks and Recreation Department will be applying for a Idaho State Parks and Recreation Waterways Improvement Grant. Winter Parking



Where do I put my garbage can for pickup in the winter?


A reminder that garbage cans must be placed on your driveway per city code and for the management of snow removal in the City of McCall.  PLACING YOUR GARBAGE/ TRASH in the street may cause damage and will affect the ability to properly clear snow. The Snow Plow equipment does offer limitations as to what the driver can see and control. Please do your part! City Administration and the Streets Team advise- placing your Garbage Can/Trash Can on your driveway inside the typical placement of the snow berm is the safest method.

Snow Gates - An overview

What are they?

Many cities across the country employ a hydraulically powered “gate” that fits onto the ends of plow blades and can rise or fall at the press of a button. The goal is to keep snow from spilling as it normally would onto driveways.

The devices cost about $30,000 each. Gates are attached only to larger pieces of equipment, such as graders and loaders. They aren’t affixed to smaller dump trucks because of the shape of the blades and the need for drivers to see where the snow is being pushed.

How are they used?

Operators lower the gate to protect the entrances and exits to driveways, and minimize berms, the source of many citizen complaints during heavy snow. When plowing, even with snow gate equipment attached, the operator will make three passes on the street. One pass in the center without the gate and one pass on each side of the road with the gate engaged. A snow gate allows the capability to move some of the snow from one place to another aiming to move it to a more acceptable place. The goal of clearing roadways always remains the main objective.

How many do we have?

The city of McCall has a total of nine pieces of equipment out on the roads to deal with our area’s snow events and a half dozen snowplow gates. City of McCall first implemented the gates in year 2012.

Where are they?

In McCall, the city’s gated plows are deployed on all residential streets. That may come as no comfort to residents with driveways that open onto minor or secondary arterials who are still being served by equipment not outfitted with the hydraulic devices.

What are the downsides of snow gates?

Roads plowed with gated equipment are often narrower than those plowed with more traditional equipment and the gates can potentially slow down crews.

The bigger issue, however, occurs when that gate is lifted up. If your car is parked on the uphill slope after a driveway, or if that’s the location of your mailbox or garbage can, the snow that tumbles out could leave you with an annoyance and/or a narrower road.

What should I do to help plow drivers?

  • The city of McCall says these few tips may help your experience and the plow drivers.
  • They ask that you park off the street and right of way.
  • Place your garbage cans on the corner of the driveway on the left side of the driveway as you face the roadway and inside the berm. This allows plows to move through neighborhoods unimpeded. It also gives them a place to consistently dump the snow which is of course the goal.
  • Snow removal teams said homeowners should strive to shovel the snow on their sidewalks and driveways onto their lawns and not into the streets, where it’s simply picked up and dumped back in.
  • To limit the amount of snow that could pile up in front of a driveway, the city recommends homeowners consider removing their excess snow to the right as they’re facing the roadway. That will help keep the snow from potentially overloading the blade and spilling snow back into the driveway.
  • Have your plow contractor deposit snow on your property and away from the road to avoid the narrowing of your driveway and roadway

My driveway still got plowed in and has a berm. What gives?

First check that you live within McCall city limits on a residential road not an arterial road. Those busier roads are being served by plows without the gate.

Even if a gated plow is on your street, the devices aren’t perfect, road officials are quick to point out. The blades on the front of plows can only hold a limited amount of snow, and that amount is lessened with warmer temperatures and heavier, wetter precipitation. That means McCall heavy snows are rarely able to be handled by snow gates.  The success of a snow gate is dependent on each individual snow event.

In heavy snow it’s going to reduce the size of the berm, but the gates don’t ever eliminate the berm. It may not look like it’s less, but it is. One look at a berm before and after and we are all thankful for those snow gates and the crews who operate them.


Snow Removal - Things to know

The City of McCall Public Works Team is small but mighty and works hard to provide you with safe passage, plowing more than 50 miles in our community. Here are a few important facts about snow removal and your responsibilities as citizens of McCall.
•In most cases the crew will begin plowing snow when the depth reaches around three inches and is accumulating.
•Snow gates may be used to minimize, but not eliminate, snow berms. The gates are most effective when there is eight inches or less of dry snow and cannot be used when snow is wet and/or heavy.
•The City proactively attempts to mitigate snow berms. Driveways, to include berms across driveway entrances, are the responsibility of the property owner.
•Businesses and residents have a responsibility to dispose of snow on their own property or arrange for removal. Blowing, pushing, ramping, shoving or otherwise depositing snow on any city street or public right of way is against the law.
•Streets will be sanded when conditions warrant and snow has stopped.
•Streets should be clear of cars during snow storms to allow plows to do their jobs.Parking on downtown streets is prohibited between 3 a.m. and 7 a.m. during the winter, and on other city streets between 3 a.m. and noon.

Berms


Berms, an unavoidable byproduct of plowing. Berms across driveway entrances, are the responsibility of the property owner and yet another price we pay to live in our snowy wonderland.We simply don't have enough resources to remove berms. Be Wary of Town Deer


Last year, during June and July, the Idaho Department of Fish and Game received numerous reports of aggressive deer throughout town. In several instances, adult doe mule deer charged towards walkers and threatened to kick or stomp dogs.
This occurs because mule deer have fawns between late May and early June. During the first 6 weeks of their lives, the fawn’s primary survival mechanism is hiding.
Does will hide their fawns for several hours each day while they forage nearby. When humans or dogs unknowingly come too close to a hidden fawn, mule deer does will often become aggressive.
While deer are generally docile, they can cause harm when they are defending their young. Adult does weigh over 100 lbs, and their sharp hooves can cause plenty of damage. They can run faster than you can.
Please remember the following to avoid conflicts with deer during late spring and early summer:

  • Keep your dogs on a leash while walking in town.
  •  Give deer a wide berth, and never approach a deer on purpose
  •   If you find a hidden fawn, move away quickly. Disturbing the fawn can cause aggression by the mother.
  •   Never pick up a deer fawn. It is natural for deer to leave their young alone for extended periods of time. Removing a hidden deer fawn can cause the mother to abandon the area.

Snow in the City Safety Sidewalk Talk Encourages Enforcement


Keeping residents and visitors safe during our snow and ice season is an important effort we all share. Time is of the essence when it comes to snow removal and in cooperation with the long-standing code originating in 1959, the City of McCall will begin more structured enforcement, to encourage all sidewalks be maintained more regularly.

 

City of McCall is requesting that businesses and business property owners adhere to the goal of clearing sidewalks within 24hours after the occurrence of a snow event.

City staff will respond to complaints of dangerous snow or ice buildup in front of businesses by sending a team to clear the area. Following the cleanup response, an invoice will be issued to the property owner for payment. If for any reason the invoice is not paid the cost will be added to the property owner’s tax assessment for the year according to Code 8-5-020: COST ASSESMENT.

8-5-020: COST ASSESSMENT:


In the event of failure of such owner, tenant or occupant to remove this snow, rubbish or ice from any such sidewalk within twenty four (24) hours of the occurrence of such condition; then, the city may remove or have removed such snow, rubbish and ice and assess the cost thereof against the premises abutting the sidewalks. In such event the clerk of the city council shall certify such assessment to the assessor of Valley County and such assessment shall be placed on the assessment roll and collected in the same manner as other municipal taxes are collected.
