Chapter 7 of the Subdivision Code sets Special Subdivision Development Standards with the purpose to identify various types of developments that normally pose special concerns to the city when reviewing and acting upon subdivision requests. Section 9.7.08 specifically provides for the City Council to designate areas of critical concern, including areas within the area of city impact outside the city boundaries.
The code allows for the city to require an environmental assessment prepared by an interdisciplinary team of professionals. The goal of the environmental assessment is a comprehensive analysis of the natural and built environment and its surroundings that are contained within one document leading to a discussion and coordination among the applicant, public officials, and the public through an integrated analysis of the environmental conditions affecting the site. Environmental opportunities and constraints for development are outlined to balance the various interests for private development and the public interest, while a framework is provided to the applicant on the land use application for the site.

From July 25th to August 5th, 2021, the City of McCall asked for input on the Draft Environmental Assessment Scope of work. This is an effort to assure all aspects of environmental concerns are addressed for the Pine Creek Ranch, LLC-owned properties, and future designated Areas of Critical Concern. On September 1st, the Final Scope of Work was provided to the Pine Creek Ranch, LLC development group to guide their process of conducting a baseline Environmental Assessment for the Area of Critical Concern identified as their interest area.

Thank you to all those who provided comment, your comments and concerns and participating in a new process for the City of McCall are important to the character of our community and to navigating this new process. Once completed, the environmental assessment will be subject to another round of city review and revision prior to submittal of any development application.
Once finalized, the environmental assessment provides a baseline of natural and built conditions on and surrounding the site. It is a forerunner and foundation, not a substitute, for the development review provisions adopted by the McCall City Code (MCC). Development criteria, standards, requirements, and application processes will be applied once a project has been identified and formally submitted to the city for review and action. On June 24, 2021, McCall City Council adopted Resolution 21-25 designating certain properties owned by Pine Creek Ranch, LLC as AREAS OF CRITICAL CONCERN. These properties located east of the McCall city boundaries are within the area of city impact now require the preparation of an environmental assessment.
In a memo to McCall City Council background was given regarding vacant parcels located east of the city limits adjacent to the Fox Ridge, West Place, Woodlands No. 1, and Woodlands No. 2 subdivisions, within the Area of City Impact, when combined, total 158 acres in size. The memo noted the owner’s intent to develop the property in single-family residences.
