The City Clerk is the custodian of the City Seal and City Records. The duties of the City Clerk are set forth in Section 50-207 of the Idaho Code and various sections of the McCall City Code. The City Clerk is responsible for maintaining complete and accurate records of council proceedings; preserving official city records and responding to public record requests; issuing and overseeing municipal licenses, serving as chief election official for municipal elections, providing prompt and courteous service to city residents; and performing such other duties as may be required by ordinance.


City Council
As the secretary of the Municipal Corporation, the City Clerk is responsible for the preparation, reproduction, distribution, and archiving of the City Council Agenda, Council Minutes, Public Hearing Schedule, agenda packet material, and other related documents.


Local Option Tax

The City Clerk administers McCall Local Option Tax applications. Applications must be accompanied by a W-9 Taxpayer ID form, also available on this site.

City Licensing
As the city's licensing official, the City Clerk oversees the regulation of specific types of Business Activities. Our licensing program provides a basic level of consumer protection. The City of McCall regulates specific types of businesses to maintain the health, safety and general welfare of the public. A business license or permit grants you permission to engage in a regulated business activity within the City of McCall:

PUBLIC RECORDS

As custodian of the City's Records, the City Clerk manages the official record center for all city Ordinances and Resolutions, Document Recordings, Annexations, Legal Notices and Publications, Contracts, Council Minutes and all other documents adopted by the City Council. The City Clerk is responsible for receiving public records requests.

Your Right to Public Information
Every person has a right to examine and take a copy of any public record of this state; there is a presumption that all public records in Idaho are open at all reasonable times for inspection except as otherwise expressly provided by statute.

Public Records Requests.
All Requests can be made directly to the City Department responsible for the record. If you do not know which department is responsible for the record, you can submit the request directly to the Office of the City Clerk. First, click on the Public Record Request Form link and fill it out. Then transmit it to our office by one of the following methods:

  • A Request may be made by sending a completed and signed Public Record Request Form to: Office of the City Clerk, 216 E. Park St., McCall, ID 83634 Attn: Public Records Request

  • A Request by Fax may be made by faxing a completed and signed Public Record Request Form to: 208-634-3038.

  • A Request in Person may be made by stopping by City Hall and dropping off a completed and signed Public Record Request Form to the City Clerk.

In order to best serve the public, all requests to examine or copy public records MUST BE MADE IN WRITING. We will respond to your request within three business days after receiving it in our office. Please sign all forms transmitted by Fax, Regular Mail, or in Person.
There can be costs associated with the gathering and reproducing of records. The customer must pay the appropriate cost to the City Clerk's office before the records are distributed. If you have questions concerning the costs involved, please ask a member of the City Clerk's Staff prior to submitting your request.


ELECTIONS
As the city's chief election official, the City Clerk is responsible for administering Municipal Elections. Elections for City Council are held every two years. City Council members serve four year terms of office.

For voter registration information, call the Valley County Clerk's office at 382-7100. For polling place or other city election related questions, please call the McCall City Clerk at 634-4874.


LICENSES & PERMITS

Alcohol Beverage Licenses
To serve beer and alcohol within your place of business, you must first obtain a license from the State of Idaho, obtain a license from Valley County, and then make an application with the City of McCall.

Alcohol Beverage Catering Permit

A permit which authorizes the owner of a alcohol beverage license to serve and alcoholic beverages at a party or convention, and not to exceed three (3) consecutive days. Holders of a beer and/or wine license are limited to only beer or wine service and cannot serve liquor under this permit.

Beer sold in original containers to be consumed off the premises such as grocery and convenience stores.

Beer to be consumed on the premises by draft or original container such as restaurants or bars.

Animal Drawn Vehicle
Any person seeking to operate a wagon or other vehicle drawn by one or more animals must first obtain a license from the City Clerk. The vehicle must be equipped with lights, reflectors and all other safety devices as may be required by state traffic laws, and each animal used to draw the vehicle is required to wear a device which prevents the deposit of feces on the ground. The annual fee for operating an animal drawn vehicle is $25.00

Bowling Alley
Any person desiring to operate a bowling alley in the City must first obtain a license from the City Clerk. The license fee for operating a bowling alley is $50.00 per year.

General Business License
Any person or entity seeking to engage in, prosecute or carry on any trade, business or profession within the limits of McCall must obtain a General Business License from the City Clerk. The license fee for operating a business is $25.00 per year.

Dancing Halls
Any person seeking to hold a public dance must first be issued a license from the City Clerk. The license fee for holding public dances is $20.00 per year. A license isn’t required for dances conducted by any church, church school, McCall School District or any licensed liquor establishment within the City of McCall, Idaho

Farmers Market
No charge or assessment of any kind shall be made or levied by the City on any wagon or vehicle or on the owner bringing farm produce to any farmer's market that may be established in the City. A permit for a farmer's market may be issued for a location on private property, on City right of way, or other City property, provided that insurance is provided with the City as a co-insured if on City property or right of way. A farmer's market shall pay a license fee designed to cover only costs of processing the application and of issuance of the permit, if only farm producer's farm produce is to be sold by the farm producer who produced it; otherwise the fee shall be assessed as for a for-profit street carnival. No sign at such a market shall be on or about a stand making any statement that is untrue; for one example: a sign shall not state "local produce" if the produce was not grown on land in Long Valley within Valley County, Idaho, or Meadows Valley within Adams County, Idaho.

Music Box
Any business seeking to install a music box (jukebox) is required to obtain a license from the City Clerk. The license fee is $10.00 per year.

Pawn Broker
Any person seeking to operate a pawn shop within the City is required to obtain a permit. The permit fee is $200.00 per year.
